The "Acts"spoken of are the "Intolerable Acts" passed in the summer of 1774 to punish Massachusetts for the Boston Tea Party.
Bartholomew Dandridge was the brother of Martha Washington, Burwell Bassett I was the husband of Anna Maria Dandridge, Martha's sister.
